  16. <p>A new proposal would beef up the FDA by allowing it to charge
  17. user fees

  19. <p>     The gripes are all but constant, and the complainers range
  20. from drug-company officials to AIDS activists--all blaming
  21. logjams at the U.S. Food and Drug Administration for long delays
  22. in the process of approving and distributing potentially life
  23. saving drugs. The current boom in biotechnology research, which
  24. is likely to unleash new products at unprecedented rates over the
  25. next few years, has only exacerbated the problem. But with its
  26. limited staff, the FDA has proceeded just about as fast as is
  27. safely possible.

  29. <p>     Now a proposal that has won the tentative backing of both
  30. the FDA and the pharmaceutical industry could clear the way to
  31. quicker drug approvals. The plan, which is scheduled for
  32. congressional consideration in September, would allow the FDA
  33. to collect $75 million from drug companies in application and
  34. other fees each year for the next five years. Each individual
  35. application would cost $150,000. With the money, the agency
  36. expects to hire 600 additional reviewers and cut its average
  37. approval time for the most important drugs from 12 to six
  38. months.
